How do I fix my IE toolbar????

I hit some keys and messed up my toobar. Its where its got all my stuff on one line and it hides my lower taskbar. Its mucho annoying and I can't figure out how to fix it. I've tried dragging this way and that. I've tried messing with the view options.

This used to happen sometimes on my laptop when my cat would walk across the keyboard and he'd fix it later by walking across it again, must be a magic cat. Anyway I'm not gonna have this luck with my desktop. I've attached a pic of what the toolbar looks like to give you an idea.

ok, you see just to the upper left of whatever is on the left edge of the toolbar? space in red circles
click down on that and the cursor will turn into a four way arrow. when it does, move the toolbar where you want it.

(oh, also, right click on the toolbars and make sure "Lock the toolbars" is not checked because that...locks the toolbars :\ )

Ok I got the 4 way arrow to come up but it will only let me drag the stuff left and right, not up and down. So I'm still stuck with a one line toolbar and hidden taskbar.

Also I don't see any option to lock the toolbar. All I have is menu bar, address bar, links, and autohide.

Well I do have Firefox but I'm not too fond of it. It may be just me but I don't think stuff loads as fast on it.
