How do I "drain standby current"?

Another post mentioned "draining standby current" how do I do that?

By computer won't boot. The fans on the MOBO come on but that is it. Yes, I've reset the Bios several times. : )

That is the safest way.

Technecians uses large resisiotors to drain capacitors and I highly advise against doing that; since you apearantly do not know what you are doing. Just remove the CMOS battery and let the PC sit unplugged for 5 minutes.

I unplugg (or turn off PSU with the rocker switch on the back), then push the power button. If your mobo has LEDs (like red for off and on standby power) look for them to go out too.
