How do I do a LLF?

You can get a utility online or from the manufacturer of your hard drive. If you drive came with a CD or disk it probably has the utility on it.
 
You can't. Low Level Formatting was possible in the days before the integrated device electronic controller. Some SCSI controllers still support this, however.

I'm sure he meant "do a zero fill" of the drive.
