How do I disable "Tracking Options" in Outlook?

Is there a registry edit/hack that I can use to disable "Tracking Options" in Outlook for Office XP 2002? or for that matter, any other form of disabling that button?

Do you mean gray out the checkboxes so people can't check them? You can do it via group policy...
