How do I create users in win2k server??

I know how to do it in Win2k pro, but I'm running win2k server and I can't find where to add a user. 🙁 Sorry if this is a very dumb question, but I swear I can't find it! 🙁
 
start -> control panel -> administrative tools -> computer management.
extend the local users and groups.
Right click on users and select new user. fill in everything and that should do it
 
If you've got Active Directory installed then it would be

start -> programs -> administrative tools -> active directory users and computers.
