How do I create a bootable floppy?

i want to low level format my Hard Drive, and in order to do this i need a bootable floppy. how do I do this?

I've downloaded the program, and then graged it to a floppy. Now what. i though all I had to do was set the floppy as first priority in the BIOS, but apparently not.

What do I have to do?
 
You can create an MS-DOS boot disk. You need a machine running some form of Windows and when you format there is an option to create a bootable floppy, check that box and it will load all the necessary files you need. Then you can either take the program you have on the other disk and put it on this floppy or just boot off this new floppy and once you are at a DOS prompt insert the other diskette.
