how do i clear my dial up networking user id and passwords?

You can uninstall Dial-up Networking and then reinstall it

Go to Add/Remove Programs (in the Control panel), then click on Add/Remove Windows Components, then remove dialup networking and just reinstall.

 
A little drastic but if you don't have many passwords saved delete the passwordlist file. Should be something like mynam.pwl or somesuch. This is for 95 and prolly 98. HTH
