how do i change the default background color in windows 2000?

you know how when u first boot windows 2000, you get to a login prompt. the background is usually a soft blue color. i remember seeing a computer at work where a co-worker had it changed to a different color. he actually had a wallpaper up. right now, i just want to change the color from the default blue to black. does anyone know how i would do this? and... i guess i'd like to know how to toss up a wallpaper at that login prompt too.
