How do I burn an Xvid file to a VCD?

if the xvid file is more than a half hour, you can forget about it fitting as a VCD (mpeg) if you convert it.

TMPGenc is a conversion program you can try.

Roughly how big would a 20minute 150Mb avi be converted to mpeg?

I just did a quick test with TMPGenc on a 238MB AVI and at 1% converted, the MPEG was at 7MB... so yours should fit on a 650MB CDR.
