How do halogen hobs/stoves work?

I've worked out that it's resistance heating.

But how is the element constructed and what is the role of the halogen? The heat-up time is very fast, so there is little thermal mass, and I can't see any resistance wire. So what's going on?

Seriously though, the resistance element, if I'm not mistaken, is what makes a bulb light up. Because of this you also get heat.
 
But this isn't a halogen lamp, where there is a white hot filament, and a halogen-doped gas to reduce the effects of evaporation of the tungsten.

This is a halogen heater. It operates at a dull red temperature, but without a visible filament - it also appears to heat far faster than I would expect for something of its size.
