AFAIK they have special Dev kits that allow them to use special capture machines, that's how they get images from DS/Gameboys also

Someone on another site asked the same question and the answer was that they get the pictures from the companies themselves. (Maybe from a dev kit)

well the other thing you could do is just connect the outputs from the console to a TV tuner card, or use a VHS tape to record and then transfer that to PC as well..... i think:p

edited to make more sense

But they don't give a very good picture, at least not the ones I've used.

for VHS yeah.. but a direct hookup trhough a TVtuner shouldnt be bad... i tried that on a gamecube with my HDTV wonder.. worked fine, although there was a delay between using the controllers and the actions occurring in game (so that would obviously be an issue)

I have a cheap $30 PCI card one, and my friend has like a $100 USB one, and they both only go up to like 800x600 and the picture gets a little blurry too.

I've noticed that in a many previews and even reviews, they use the same images from magazine to magazine, for example I remember Game Informer's review of Call of Duty The big Red One back in the day used some of the same screen shots as EGM's review of of the game.

I'm pretty sure it's supplied from the publishers or developers.
