How did the ps3 and 360 perform so well graphically?

People coding for PC's got lazy. In the old days they did wonders with the limited resources they had and new jumps in tech weren't coming out every 6 months. If you had 7 years experience coding on the same hardware you'd probably get really good at it too. PC devs got used to pushing and not worrying about optimizations as much because they can pretty much say "you need to upgrade to this to play our game" plus having to hit the moving hardware target to begin with. Since the 360/PS3 came out you can barely even compare them to PC because so many games came as console ports to begin with and of those that came to PC, few were optimized.

Console games can *cheat* because when the screen isn't 18 inches away from your face, you don't notice that a TON of stuff is pre-baked.

On that note, for a lot of people good enough really is good enough. They don't have to impress digital artists and animators who have high end pc hardware. They just need to impress the average person.
