how convert and upload a DVD for youtube upload?

A friend has a 25 minutes DVD that they would like uploaded to youtube.

It was burned onto a DVD and is not protected from copying.

From what little I understand about youtube is that the uploaded videos can't be more than 10minutes and 100MB each.

What has to be done to the video on the DVD to make it compatible with youtube?

Get Handbrake.

It can take a DVD and convert it to .AVI or .MP4.

youtube converts pretty much any video format into what youtube uses. It might take a while. I don't know how youtube handles 25 minute videos, you might have to cut it up.

Is one format better than the other?

Before I saw your note about Handbrake I downloaded something called DVD Decrypter. It looks like all that does is rip the DVD to your hard drive. It doesn't convert to another format.

 
I have not done this in quite a while, but I used to use AutoGK to convert my DVDs and it worked brilliantly and was very easy to use.
