how come the navigation bar is at the top of the ipad screen

im considering getting ipad mini and i find it really awkward to have to reach to the top of the screen to back/forward or type in an address. does ios allow you to move the navigation bar to the bottom of the screen? if not its inconvenient enough that id consider getting windowsRT instead. has anyone tried the asus winRT thang at best buy? every time i go there it isnt connected to the net so i cant really test it

They should definitely add back and forward two finger swipes in Safari like there is on OSX. There are lots of alternative browsers on iPad which have bottom buttons.

On OSX the page you are looking at slides to the side and the one bellow is visible and it is beautiful. When I went to try out the iPad 4 I tried to swipe to go back and right away had deja vu of doing the same thing last year.

You can do that but a third party browser will never be a complete solution without jailbreaking as Apple will not allow you to change the default web broswer from Safari to another choice. So, anytime an app directs you to a web page you are going to get Safari.
