yea, I recently just bought the N516 Evga 7800gt. It is suppose to be clocked at 460/1100 from the factory.

When I received it, it came as 470/1100. Same as the N517 but for 20 bucks less. Nice.

I then was browsing the nVidia display panel and saw that my frequencies are at 475/1100.

I just checked them now and they are at 475/1110.

Why is my card like slowly overclocking itself? Is it just a defect with coolbits?

Send it to me, it's defective. I will gladly send you my non-defective 6800gt.

Is it on auto overclock?

Many of the 516s are apparently just rebadged 517s. Both of mine came like that and others here have also gotten the 470 speed out of the box. I'm not sure about the 475/1110 though. See what Rivatuner's hardware monitor reports; that sometimes gives more accurate readings than the driver control panel.
