Get GoldWave or similar sound editing/capture software (shareware/freeware).
Hook up Line out of the cassette deck to Line in on your sound card.
Record to wav.

Then use the editing tool to cut the wav file in smaller pieces (individual songs for example).

Burn to CD.

can a wave file be played on a stand alone cd player?

Serious question.

You can also convert the wave file that you capture into another format (smaller mp3) using a free ware program called "CDEX"

Well you don't burn the wav file as a data CD, you burn it as an Audio CD.
