How can I tell what refresh rate I am using?

The specs on my fe960+ says that at 1600*1200, the monitor is capable of a 75hz refresh rate.
However, after using reforce (a refresh rate lock program for windows xp), I got an other option for running the resolution at 85hz

How can I tell if I am really using 85hz ? Also. is running non stnad refresh rate, such as 89hzor 115hz damaging to the computer ?

You should be alright running around 85, but I don't know about 115.. thats pretty high.

no I am planning to run 1024*768 @115hz when I type

By the way, is exceeding the monitor's default specs going to be damaging to the monitor ?

Yes, over time the higher or non-specific refresh to that monitor will damage it and probably lower the life of the monitor overall.
If you go out of spec, don't go very high and I would only attempt this on a high quality monitor otherwise it might kill the display.

In display settings, just check the box that says something to the effect of "only display refresh modes that this monitor is capable of" That way you don't have to worry about it, 85hz should be fine for you.
