How can I tell if CPU is unlocked?

I am new at all this stuff so please bear with me:

I am trying to oc an Athlon 850 on a KK266R motherboard. I did the pencil trick but can only set the FSB at about 106 (memory is at host clock plus 33 so its about 141 mhz.) resulting in about 900 mhz. Everytime I change the multiplier above 8.5 the system refuses to post.

Is it just a crappy cpu (oc-wise) or is it still locked. How do I tell?
 
A locked CPU will not post at any multiplier other than the default multiplier set by the L6 bridges. Therefore, try a LOWER multiplier, and see if the system acknowledges that multiplier. Also, for future reference, never change multiple settings at the same time, or you will be left wondering which is causing a resulting problem.

It will post at a lower clock, I tried 6.5 with the jumper set to FSB 133 and it ran fine but would not go near 140 and also would not go to 7.0 clock multiplier.

So this means it IS unlocked and just doesn't clock well?
