How can I stop ports 49152-49156 from listening in Windows 7?

Is there any way to stop ports 49152-49156 from listening? I know how to block them in my firewall, but I want to stop them from listening altogether. My searches are leading me to believe that this cannot be done without breaking Windows functionality.

What is listening on those ports?

Just terminate the service that is listening there.

The ports themselves are "ephemeral", they are opened on demand by whichever application requires them.

Find out which service/application requires those processes, and then stop those.
I suggest simply firewalling them off, if you believe that these ports are undesirable to have open.
