How can I slow down video? Any app that can do it?

I want to learn this crazy dance move in a video, but I need to slow it down fast enough so I can do the moves. Instead of playing the video and rewinding it back again and again, can I (the file itself is an MPG by the way):

1) Get a program that will cut the sequence I want, and make it into an MPEG/AVI File?
2) Can I slow down the video like 1/8 or 1/4 or 1/2 so I can see it better? It's not clarity that's the problem but it's too FAST.

Best thing? A combo of these two.

Ok, answer for (1) is definitely tmpgenc...it's a freeware (And the best out there)

I think tmpgenc is able to slow down the video as well....I've never tried it though..

Right.. I completely forgot about tmpgenc... I've used it before And.. the 2)...anyone know?
