How can i remote the snow on the top my my video when recording from my tuner

I'm using a ATI TV Wonder PCI and ShowShifter. When i record stuff the way on the top has snowy lines. Is there a way to solve this or a program that can edit this?

You can use VirtualDub to crop the top couple of lines from the source. Your output will then be missing those lines altogether, but if it is just a couple you won't miss them. Especially considering that they were just noise anyway.
