How can I reduce the number of times the hard disk is accessed

I have a comp which only shows a VNC of another comp.

I have the hard disk set to power down every 3 mins so its quiet. But within 5 mins it powers up, clicks a few times ect.

How can I stop/reduce this. Question applies to ME and 2000.

First grab filemon from sysinternals and determine what is accessing the harddrive. Once that is done, we can start determining if you need whatever it is you find to actually be running (or possibly other alternatives to keep it from touching the drive)
