How can I overclock with energy saving?

I've had my 3570k at 4.4ghz since I've had it and everything has ran fine, it used to underclock to 1.6ghz (I believe) to conserve energy when I wasn't doing anything hardware intensive, however I updated my bios today and lost all of my settings, and I can't for the life of me get the underclock/energy saving working again.

I've set the CPU multiplier (voltage on Auto), dram frequency, voltage and timings, then I move onto the energy settings and make sure C1E and c-state are enabled, however it just doesn't want to work for me, I've tried countless combinations of energy settings, even as far as to try OC Genie which doesn't work either.

Should I just leave it, keep C1E and C-states on but ignore the fact I'm running at 4.4ghz 24/7, will it have a detrimental effect on the CPU's lifespan and my elecricity bill? Or if someone knows exactly how to get this working, that would be great.

I gave it a try but the utility doesn't seem to work for me, when applying a 42x multiplier the clock speed does not change and a few of the settings the instructions said to change are greyed out for me.

I don't have intel but AMD and CoolNQuite works without issues even OCed. My Piledriver FM2 X4 @ 4.4Ghz (~78W under OCCT full load if current readings are correct) is clocking down to 1.4Ghz @ 0.9V if I select Balanced or Power Saving option in Windows7.
I expect this to be no different on intel system, speedstep should work afaik even OCed( I have seen topics about it before).

Strangely enough I had an identical issue with my 1090T a year or so ago, I can't remember how I fixed it though but with it being AMD, I doubt it would help if I did.

I'm using 'Balanced' in Windows as my power plan which should downclock, but I believe C1E or C-state or whatever it is that underclocks the processor should bypass windows power plans regardless, I think it's EIST that allows windows to control the clock speed, which I have enabled anyway.

If I set my BIOS to defaults and boot straight to Windows, it seems to work fine, but as soon as I overclock it doesn't bother, I don't have an option for speedstep in my bios though.

Actually I think EIST and Speedstep are the same thing (Enhanced Intel SpeedStep - EIST) which is definitely enabled!

This may have nothing to do with it but 'System idle process' is reporting usage of 99%, but Coretemp and the performance tab in task manager (win8) is saying there's less than 2% usage, this may be normal though.

The system idle process isn't really a "process" as it just shows that the CPU is idle like 99% of the time in your screenshot, the usage graph will change according to the update speed you've set in the task manager & of course the processor load with actual work being done by other apps aside from the system idle process.

Haha, I realized a minute after I posted and edited it, but thankyou for clearing it up.

It's probably a stupid question, but did you put your chip under load? It won't clock up to 42x until it's under full load.

It's not set in bios it's controlled by your windows power plan. if it's set to high performance your cpu will always be at full speed. Right now I'm doing light work so I'm running a balanced power plan with the minimum processor state set to 5%. When not under load the cpu idles at 1600 / 1.05V. Under load it clocks up to 5000 / 1.45V. Remember to use offset vcore not fixed so your vcore will reduce as well.

It wasn't clocking down or up, I tried Prime95, it just stayed at 3800Mhz, but thankyou.

My power plan is balanced which should underclock but it doesn't, EIST makes the OS handle this using power plans but you can turn this on/off in the BIOS, it's definitely turned on though.

I don't know if there's a fix at all I've tried everything, I'll just have to not bother with downclocking and keep my clocks at 4.5ghz all the time, but assuming the temperatures are ok, I hope it lives atleast a couple more years.

Why did you update your BIOS? Flash back to the previous BIOS and see if that works as expected. I wouldn't be surprised if the new BIOS just isn't working right.

I tried reflashing back to my BIOS but it didn't work with the same settings, so I tried a third and the same thing, now I'm back to the updated one again.

This is why you don't do BIOS flashes unless you absolutely have to.

Also, is it just me, or does MSI consistently have BIOS update issues? Just curious.

Can you confirm the chip idles at 1.6ghz when at stock (do a bios reset) once we know if it works fine at stock we can look at your OC.
