I want to be able to open winamp, use the rewind/ff keys for tracks and the play/pause and stop keys. Useful for csing

If it's the same keyboard that comes with the MX Duo, all you have to do is install iTouch. They media keys work great with Winamp 2.91

If you've installed the iTouch drivers/software, then the play/pause/rw/ff etc keys should all work for controlling winamp (2.x at least) if it's open, from any program :)

yes i have iTouch and the Logitech Elite and it works nicely out of a game. however, if i'm in a game like CS and want to change my volume or something, the game lags badly for awhile until the onscreen display stops showing what i'm doing.

That lag is normal, and some games will quickly draw their graphics on top of the osd so it won't have a chance to display.
It should work both within games and on the desktop (volume, play/pause, next track). But logitech hasn't released new drivers in a long time so it doesn't support WMP 9 properly, it may have trouble with newer Winamp too I guess.
