How can I make a large picture print onto 8.5 x 11" ?

Feel like a total noob to be asking this but I have some targets I want to print out to a normal size 8.5x11" sheets of paper. I get like 25% of the picture onto the sheet of paper. DO I have to change the picture resolution to get the whole pic onto the page? Or is there a program where I can print everything onto single page?
 
Try putting the picture in Microsoft Word, and resize it the way you like, and print.

Thought of it off the top of my head, Sounds like an easily solution.
 
Print it using an image viewer. Do a print preview before you print and make the picture fit to the page.

Windows XP comes with a pretty good picture printing wizard too. Just right click on the picture file and select Print.
