Didnt the package say "7200 rpm"? :D

I would guess that if you have ever had a 5400 for reference you might be able to tell the difference. I have two 40gb, 7200, 100mbps maxtors. Ive been ghosting my primary HD to the backup for a long time and notice that when I upgraded the transfer rate runs VERY FAST. I think the old numbers were from 200-300 mbps write and now 400-500 mpbps write.

it automatically works that way. There isn't a jumper you can set or a switch you have to switch. It either works or it doesn't

If the MB supports ATA 100 and you have it setup for it with the proper cable, it should be fine. Some of the MB's have to be set in bio's for the ATA 100, some only support ATA 66. My son's MB supports ATA 66 in the documentation, but it had a flyer added that says the manual is wrong and it will work at ATA 100. Seems to be fast enough (its a 7200 rpm Maxtor). Another board I had needed Window ME to install the driver to run at ATA 100. Its brand new and still in the box. I may find another slot 1 cpu and put it together, but it will be a pain until I get Win ME to make it work.

I know that Spinrite from GRC.com is capable of measuring the exact RPMs of a drive. The only problem is, it's not free. :(
Check the part number on Maxtor's website; if the specs say 7200, it should be doing somewhere around that speed.

You could try running the Sandra disk benchmark and see how it compares with the canned ones they list. If it's way off it probably has to do with the udma mode or cable. Unless the drive itself is mislabled (a 5400 masquerading as a 7200), if it's supposed to be 7200 then it is 7200.
