How can I improve my hi-speed connection?

I'm with Rogers Hi-Speed cable Internet. They advertise a 3000 down/384 up speed.

The cable modem provided by our ISP is an Scientific Atlantic Webstar DPX2100. Our account has an additional three IPs, bringing the total to four. The computers are all split via a Linksys EtherFast® 10/100 5-port Auto-Sensing Hub.

After visiting dslreports.com and testing my connection speed, I have discovered that I'm running at 1132/301. Now, my questions are; what is holding me back and how can I improve my download speed? Is it the additional IPs? Is it the hub? Should I purchase a router?

Well, you can buy a router instead of a hub and save money by having 1 IP instead of 4. I don't know if that will help your speeds though.

That's what I thought; perhaps the connection is split via the number of IPs?
