How can i get windows defender to stay on all the time?

Do you have Microsoft Security Essentials installed? I noticed when I installed that, it disables Windows Defender. That's not a problem though because MSE is both an anti spyware and antivirus.

yes i do have MSE installed...

so is it safe to ONLY have MSE running in the BG for both virus & spyware protection??

Yeah. MSE covers everything that Defender does so no need to run both at the same time.
