How can I get the correct refreshrates on my laptop LCD?

Basically in a nutshell I have ATI mobility 9000. I used rage3d mobility mod to modify the catalyst 4.4 to support my chip. There are no laptop lcd drivers. Windows identifies the lcd as "default monitor" and under the refresh rate settings, I get the whole schabang from 200hz to 60hz. But the max refresh rate is 60hz. Is there a way for me to lock it at 60hz? I tried using reforce, but it didn't work.

Also I forgot that i get all the way up to 2000x1400 resolution, but its an sxga+ so the max resolution is 1400x1050. If i use a higher setting, i get a picture that extends beyond the screen. Is there a way for me to limit it to my max settings? Thanks.

I don't get what the problem is just choose 60 hz and 1400x 1050 and leave it at that... why take the other options away?

Basically one problem is that when I run call of duty at 1024x768 and then go back to the desktop, the lcd starts making weird noises when i open close windows. I think this might have to do with refresh rate differences at the two different modes: full app window and desktop.
