How can I get my webcam video to be full motion rather than being choppy?

Is this something having to do with the quality of the webcam or the software being used with the webcam? The webcam is a creative webcam NX pro.
 
"Live video up to 640 x 480 resolutions at 15 fps"

That is all it can handle. If you want better video, you need a better camera. Something that can do 30 fps or more.

I don't think we are even getting that
 
15 fps will definitely be pretty choppy. If you're doing this across the internet I suppose the speed of your connection would also factor into this. If you have a digicam or DV camcorder you might be able to use those as webcams.
