It's for my child's computer, we have parameters set on it, but the internet safety features don't seem to work on edge, on chrome, so is able to bypass our restrictions by using edge; the uninstall option is grayed out. How can I uninstall or at least disable it?

I successfully set up parental controls in Windows 10, which only works with Edge. So I made sure there were no other browsers installed. I'd recommend following this guide. Unfortunately it does require the computer to be set up with a Microsoft account to log in.

It does work quite well though IMO, and will give you reports of internet activity as well via email.

Are you able to filter content (only have allowed sites, all others blocked, have to ask permission for authorization?

I use the Windows built in parental controls for my 2 kids. Works well. I can set time limits, restrict websites and block programs. I made a separate game account on their computers which they can use only after 5PM which allows them access to Roblox and steam games. It can occasionally act oddly when approving websites, it doesn't always apply right away unless they logoff/logon.

It was a real pain during the remote schooling as most of their teachers had youtube links for parts of the lessons but I was trying to block youtube since they would waste all their time on there. I eventually just gave up and whitelisted it.
