How can I disable internet access for just some computers on a network?

I have 10 computers on a network with broadband internet access. I want to disable internet access on two of the computers in such a way that the users of the computers won't be able to figure out how to get it back, yet I will still be able to restore internet access to these computers without much trouble. Suggestions?
 
You can change the Proxy settings to not allow someone to access the Internet using GPEDIT.MSC.
The setting is located  at User Configuration> Windows Settings> Internet Explorer Maintenance> Connection> Proxy Settings.

If you have a router such as the popular Linksys models, you can also set it to block particular IP's or MAC addresses.
