How can I delete this darn file?

In windows XP, on one of my partitions under folder System Volume Information, I've got a folder and file called "catalog.wci\00010002.ci". Is this deleteable? Its not on all partitions.

I've deleted "All but the most recent restore point"
I've turned off System Restore
I've turned off Indexing

But it won't delete. Its a huge file and makes my Images huge.
 
I think it is an indexing reference file. Turning off indexing just means it is or should not be being used. Try renaming the file with an "old" file extension and see if the system runs. XP has a lot of bloated features like that.

I have the same things, but pay no attention to it because I don't "image." I clone to a duplicate HDD once a week and use a ready-to-go reserve HDD. It doesn't care about things like that. Needs no restoration either . . . a simple switch change and the system is on the backup drive.
