How can I change default colors from bright white/blue??

I have a new LCD Monitor, but had the same issue with my old CRT.

I am running Windows XP Pro and a Sapphire 9600 Non-Pro Video card (128MB).
My problem is that most Web pages have a bright white background, with light blue printing and links. Even this message is hard to enter as I have a very white background with light gray printing. Is there a Theme, or scheme I can select? Nothing seems to help much. I can not see the righthand scroll bar either as it, too, is very light blue against a white background.

This is not a new issue, but all of a sudden almost every site I visit has this scheme. In fact TripAdvisor shows hotel ratings with colored stars. These stars look all white to me! I hope someone out there knows what I am saying here and has some ideas on how I can "see again".

If you switched displays but were still having the same problems, I'd try finding a test video card and replacing your 9600 with it to see if the problem persists.
 
Reset your gamma (color correction) settings? If that doesn't work, you probably have a faulty video card.
 
Thank you both. I see the gamma and it is a straight line from lower left to upper right.

I am not sure the video card is bad but can also look at updating the drivers.
 
Your gamma sounds like it's already default. Try different drivers I suppose. Does it happen in safe mode? Safe mode still gives 32-bit color AFAIK, but uses the unaccelerated Windows driver. Give it a try.
 
In the display control panel, adjust the gamma and brightness so that the display isn't as bright.

Some graphics cards give too strong a signal which appears too bright on some monitors. I had this problem with some computers my family had when I changed old CRT monitors for new LCD ones.
 
Yes the monitor is connected via DVI.

I can try the gamma and contrast to see what happens. It is just a strange issue that I have had for a while now and I just think it is time to fix it already!
 
OK, big difference playing with gamma, contrast,brightness settings. I am not sure what is correct...is there a photo that can be displayed so that they all can be set...like we do with TV setup DVD's? I can now see the ratings on tripadvisor. Before I saw 5 white stars. Now I see they are filled in dark yellow...as I said, I just played with the settings to see if they worked.

Thanks all...I was thinking of this but did not know what to set them to so left them alone.
