How can i boot into safe mode?

Nothing seems to be working to get me into safe mode. I am using ME. I have tried booting off a floppy, and when i choose safe mode it just gives me a command prompt. When I choose F5 during boot up I get the menu when I choose safe mode it says safe mode in blue at the bottom of the screen, but never boots into safe mode. What else can i do

f5?? i always thought it was f8!?!??!

neways backup and reformat if nothing else works...

It's F8 on ME for the safe mode menu. But don't select safe mode. Select step by step confirmation. Do not load config.sys or Autoexec.bat. Do not process the system registry. Do not Load all device drivers. and select yes every confirmation after that. That is the most minimal boot you can use in Windows ME. If that works go back through doing exactly the same thing, but select load all device drivers. If it boots to safe mode that time try using system restore. If that doesn't work at least then you can pull the data now that the drivers are enabled. Then format and re-install.
