What's CO? I assume it's the bandwidth providing node or something and how do I find out what the nearest CO is to my house?

Didn't you read the last bill? It's gone to collections. The first rule of the phone company is that you pay the phone company regardless if the bill is right.

As for Upload, (which is x2 over comcast) it should help out torrents a lot, whicn in turn will increase my download as well.

I don't know if it is true but someone told me that if you just get comcast internet you get basic free. Not as part of a package but you just hook up the cable to the TV and it works.
