All I have installed is Steam w/ CS:Source. In Program Files I have a folder called "steam" and a folder called "valve"

The Steam folder is 5GB and the Valve folder is 8GB. Should both of these folders be taking up 13GB?

Check which folder you're actually using and you can pretty much delete the other one. They changed the directory some time back from Program Files\Steam to Program Files\Valve\Steam. So, I'm pretty sure the 'Steam' directory in Program Files can be deleted. You can first transfer some downloaded maps and config files if you want to.

Also check your Valve\Steam\SteamApps folder. What GCF files do you have? Those take up the majority of the space. If you need everything there then you can look in your cstrike folder for extraneous files to delete including *.dem.

[edit]

BTW, I have CS:S, DOD:S, HL2, HL2DM, CS 1.6, Natural-Selection, Dayhard, Garry's Mod, Smod, Hidden, the SDK, and about 50 custom maps across them all. It totals 16GB in my valve\steam directory. CSS by itself I think is under 5GB. It uses some Source engine caches, but I'm not sure which ones. The folder itself is 1.7GB.

As Pseudo said, they changed the installation directory a while back. My guess is you reinstalled steam with a newer installer at some point.
You can check which one you are using by just right clicking on the shortcut and checking the properties. It will be either "C:\Valve\Steam\Steam.exe" or "C:\Program Files\Steam\Steam.exe"
Then you can delete the other and claim back some disk space. My CS:S folder is just under 300Mb but the gcf is 1.7G

6.5 GB for my Steam directory, but all I have is HL2 and CS:S. IIRC, I think the CS:S installation is only a couple gigs on top of the HL2 install, but I'm not sure.
