How tall are you, how much do you weigh and how big is your calf muscle in circumferece?

I don't think there is any. Calf muscle size can vary widely in people of the same height and weight.

I'm into body building and a common problem with some people are small, hard/impossible to build calf muscles. Others have huge, easy to build calf muscles.

I think there must be some sort of relationship. My calfs were huge for my body size when I was younger. I played soccer among other things and it really built them up, despite being short and skinny
 
I saw this ~ 5'6/180lbs guy at the gym, completely ripped, doing 1000+lbs calves on the legpress machine. He has 9x 45lbs plates on each side, plus 5 on the top.
 
Without having a string + ruler handy, I'm guessing by wrapping my hands around it. Both hands together don't fit around, so I'd say about 22"

There was this general rule that your arms, neck, and calves were supposed to be generally within the same size.

My calves are kinda dinky but I've always had trouble putting meat on them. I use a good amount of weight on the leg press doing calf raises and the standing calf raise machine, but god knows I can't get any meat on those guys.

There was this general rule that your arms, neck, and calves were supposed to be generally within the same size.

Some guys have small calves some have big ones. Really not much that you can do to make them big. Calf raisers
don't really make your calves bigger. PRETTY much like your wrists are basically 'set' for you. See rock climbers who
can do the craziest sh!t with their fingers and have crazy grips most are pretty thin and have small wrists.
