I see that some PowerColor RX 460's are on sale finally. The reviews on Newegg doesn't spark much confidence (some reports of DOA fans). I also don't see any external reviews on them, although I did see a some PowerColor RX 470/480 review that indicated they were ok.

The RX 460 2GB/4GB are $99 / $119 AR, respectively. I want to use it to drive a 4K TV (maybe some casual gaming on it?).

It won't game well on a 4k tv, you'll be running medium settings @ 1080p. I'd go with the cheaper 2GB version or spend more for a 470.

Not even for super casual gaming? I mean like Ori, Child of Light, etc. The main issue with the RX 470's are the fact that all of them are full length cards. Pretty sure I can only do about 3/4 length.

It might be fine, just expect to run games in 1080p vs 4k.
