Ok, let me try to shed some light on the process.
Bearings are usually oversize by 1/1000th inch.
You make a hole that's dead on either with a reamer (standard hole sizes) , boring tool (weird hole sizes, any "large" size) , or a CNC mill (any size larger than the cutter).
Press the bearing in with a press. 1/1000th interference will make for a nice press-fit.
