How accurate are the published volt/amp output ratings from power supply manufacturers?

The reason why I'm asking is because I purchased an 400w Allied/Apex PSU back in January of 2004($32+shipping). My PSU states on the side of the product, for example, that it has 17a on the 12v rail. When I checked Newegg today, the same exact product($28.99, free shipping) now states 15a on the 12v. I was wondering what is the true rating output? Or could it be perhaps that a manufacturer decreases the rating output to save on costs?

NewEgg has a pic of the Allied AL-B400 ATX which is 15A on the 12V rail. But they are selling the AL-A400 which has 17A on the 12v rail.
