So I want to use it as a hotspot so my tablet in my car can stream Pandora. I use a tablet as my radio. Anyway I can't use evasion because of my works security policy requires me to have my phone locked. There is no way to remove the policy. Is there anyway to work around this so I can install Cydia and get a tethering app?

That's not quite actually the rule

The rule is
shall not deny, limit, or restrict the ability of their customers to use the devices and applications of their choice on the licensee's C Block network.

So Verizon can charge for tethering if they want to. What they can't do is restrict your usage of a tethering application.

So the built-in iOS tethering app requires a subscription from Verizon (or a plan that has a tethering subscription) and Apple doesn't allow tethering apps on the App Store.

So if you want to tether, you need to jailbreak and go out of compliance with your works MDM or call Verizon and subscribe to a tethering service. Probably $20-30/mo.

I cannot jailbreak because there is no way to disable the keylock. And I cannot subscribe to the service because I do not pay for it.

I am basically looking for a way to jailbreak w/o having to disable the keylock

I though this thread was about an actual support issue. What you are asking to do is not permitted on this forum.

What you want is impossible on iOS. Ask work for an Android phone, that can tether without jail breaking.

Have you tried asking for a hotspot? Can you make a "business case" for it? We turn them on all the time if someone emails in and asks for it.

And what "key lock" are you referring to?

If you go to Settings > General > Profiles, what do you see? Are there actual profiles installed and managed by a MDM or are they just enforcing the PIN code through Exchange ActiveSync?

there is no section that says "profiles" under Settings > General

Excellent. Then your work isn't enforcing PIN control and, furthermore, won't have a way to detect jailbroken devices. Can you not turn your PIN code off? You'll certainly lose access to your email until it's turned back on, but you should be able to turn it off, jailbreak and then turn it back on.

Isn't there some issue with iPhones not being able to do data and voice at the same time on Verizon?

Yes. The iPhones that are CDMA/EVDO only can't do voice/data simultaneously because it's not in the spec.

The iPhones that have LTE can't do voice/data simultaneously because the iPhone only has two antennas and it reserves the extra one for receive/transmit diversity. Most other LTE phones on Verizon have a third antenna to handle just the LTE connection while a voice call is connected.

Similarly, the GSM iPhones can't do voice/LTE data at the same time for the exact same reason. However, simultaneous voice/data is in the HSPA spec so when the iPhone falls back to HSPA to make a phone call, you can still do data, albeit slower than if there were a third antenna just for an LTE connection.
