Hot Laptop

I have a 4-5 year old Dell Latitude with a 1.8g CPU and the cooling fans kick in even at idle, around 1200MHz. I don't remember the fans ever coming on this often. I would say they are running at least 50% of the time even at idle. If I put enough load on it to run the CPU at the full 1.8g the fans will go from low to high speed.

I pulled the top cover just below the hinges to check the vents and heat pipe and they are clean and the heat pipe isn't really hot to the touch. Could the HS need new paste and is this common with laptops after a few years?

The laptop sits on a table about 99% of the time and no docking station is used.
