My service should be down now but i was able to use the public DNS servers because i was savy and wrote them down last time this happened. I switched back to DHCP to get a dynamic DNS and IP from comcast, called the tech support and was able to get a ticket number in which they told me to call back as soon as their DNS servers were back up and get a credit to my account for the time offline
EDIT: let me just pre-empt those of you who think that because i'm able to get online because i'm using different DNS servers doesn't qualify me for the refund....I do pay for the use of their DNS servers as part of the service agreement and with those being down i'm entitled to a refund.
*EDIT* Using the following DNS servers should get you up and running again...

UPDATE 4/15
Just called comcast billing and they didn't even ask for my reference number and just credited my account $24.70 for the days of April 1 - 15.
