Regarding the shipping thing, most companies will ship you the lighter/lantern/etc. without fuel so there will be no danger in transit.

I was sent a free lighter filled with fuel a while back from a cigar company. No problems with that. It was not even sealed in anything else, just put in a jiffy bag and postage.
