Or it could be part of some genius master plan to get all low-life scum shoplifters into their local Wal-Mart where they will have stepped up surveillance, and then indeed prosecute everyone they catch.

I could see some defendant telling the judge "But your Honor... they told the AP they wouldn't prosecute people like me!!"

In case if I wish to shoplift something worth $100, can I do it in 4 installments?

It will also seek the prosecution of all suspected shoplifters who threaten violence or fail to produce identification, no matter how much they are trying to steal, according to the report, which said professional shoplifters often do not carry ID in order to avoid arrest.

So go in there with the Ghandi approach, show them your library card, and make certain you have multiple id's with different names, if you're wanting to steal more than once from them! :roll:

Shoot, they could get some old biker, give him a 6-pack an hour, and a baseball bat, and get him to take care of the shoplifters. "No, sir, we don't prosecute for under $25 now..... yes, you have a nice day as well......yes, sir, just step through that door, and they'll process you and get you on your way....." :laugh:
 
I just got back from my local wal-mart. Confirmed the deal is still alive! On candy at least, got several boxes of Hot Tamales and Goobers.
