Except that the Ti 4200 isn't DX 9.0 compliant like the FX 5200 Ultra is.

If you really want DX-9 compliance, you still are getting the wrong card. It is too slow to really run the DX-9 games you are going to want to run ie Doom3 et al. If DX-9 compliance is important, wait for the DX-9 games to come out and then buy the best deal out there. You will then get a better card for the same price or less and not have to shell out the money now.
