revolving around 4k VIDEO capability ,no gaming but movie playback

Whoa there. $1500 for 4K playback?

Strictly, all you really -need- for comprehensive 4K capabilities (even Netflix 4K) is an Athlon 200GE. Use one myself, handles everything thrown at it so far. On the Intel side, even a basic (Core-based) Celeron with UHD6xx graphics will do fine. Through you might want something a bit stronger for Windows updates and the like.

A 2200G is a fine compromise between CPU and IGP capabilities.

Everything beyond is simply icing on the cake... :D

That is true you don't need much for video playback. I chose the 2600 because it seems like such a steal 6 cores 12 threads for $165.
The 2400G would be suitable and cheaper:

Don't get me wrong. There is nothing wrong with a bit of icing. As long as one knows what ones getting into. :D

Also, the 2600 is effectively ~$325, if you want Netflix 4K on it. Because that requires at least a 1050 3GB (for unfathomable and completely arbitrary reasons) when there is no approved IGP present. (All integrated Vega and (U)HD6xx qualify)

Huh I didn't know netflix requires a 1050 for 4k although I thought they are 2GB and the 1050 ti is 4GB.

I think Netflix 4K requires 3 GB, so a 1050Ti is the minimum card, unless you could find a 1050 with 3GB.

I have a slightly older Mini-ITX computer i-3 6100 with a hard drive and I just upgraded the video card. ( Jan 2019) I purchased a Gigabyte 1050 TI with 4GB of DDR5 Video RAM for around $150. It is the shorter version with one fan and requires no extra power connector. However, I think a newer video card can be purchased for around the same price.

This is sold with some game software. It may be an introductory price.
It has 2 HDMI 2.0 ports and one DisplayPort.

They sell other versions of this card by other Name Brands like EVGA etc. This size is designed for Mini-ITX systems.

I have not seen any benchmarks.
