home network throttle control?

ok heres the situation i just moved in with some buddies and we have a 700kbs dsl line.. i KNOW this is a slow line i just came from a 7mbps line so trust me i know its a slow line.. but the problem is when i try to play counter strike source and my buddy next to me whos screen i can see.. clicks a link or loads a new web page my ping goes through the roof like 500+ then once his page loads it goes back down.. its truly un playable... but my question to you is could it be the router? granted it s a slow line but it should be able to handel counter-strike source and facebook at the same time! the modem is a modem router combo a westell 327w.. i tried running it through my linksys but couldnt get it to work... does anyone have a sugestion? because right now there is NO throtle it give 1 computer the entire bandwidth at a time instead of splitting it evenly .. its liek a flashlight trying to shine on 2 places at once.. please help
 
Have you configured "Turbo TCP" in the router's options? That might help slightly.

Other than that, I have no idea. I have a Westell 327W on a 3Mbit/768 line, but I don't do any online gaming so I cannot comment on how it behaves under that circumstance.
