home network going down too frequently? please help

Here is my setup:
@home with SB 3100 modem
netgear rt311
netgear fs108 switch
netgear FA310tx 10/100 nics in each
Computer A: WinMe Tcp/ip Unbound, Netbui bound, file and print sharing enabled on netbui
Computer B: Win 98SE tcp/ip unbound, netbui bound, file and print sharing enabled

on initial startup both computers see each other and everything works great, however later in the day or if one machine has been turned off. then back on network goes down. I never had problems when running 98se on both computers. Are there any settings that I need to be concerned with as far as LM Master etc. Please advise

What do you mean the network goes down? Can you still ping, etc? Or is it that you just can't see the other comp in Net Hood?

I can ping with success but can't browse the network. I didn't have this problem before, is their something quirky with WinME. I have noticed that my firewire capture card is showing up in network neighborhood but is not being used for the network. I have since disabled that card in hopes that it would work but still no luck.
